WoH (a staple of the current heal monks)
Res Signet (a staple of everybody)
and Attunements (fire, earth, air, or water, a staple of all eles)
edit: I disagree. Malicious Strike can be used in some gimmick builds. A/D scylers for example. It is not good, but it is far from terrible.

i have to disagree with attunements. they dont really help if you know how to manage your energy. waste of 1 skill IMO, but thats me.

D-Shot, Expert Focus, and Prepared Shot. All the interrupt, extra damage and energy a ranger could want.

Spiteful Spirit, do I have explain why?
Weapon of Remedy, most under-rated skill in game.

[skill]Spiteful Spirit[/skill] - best PvE elite I have found, and useful in some forms of PvP
[skill]Protective Spirit[/skill] - farming builds rely on it, and good Monks take it even on a Healing build bar
[skill]Distracting Shot[/skill] - takes luck, but nothing feels better than hitting RoF with DShot.

Frenzied Defense is one one of those skills that can be the best skill in the game or the worst skill in the game depending on whether your opponent has a brain or not.

1. Word of Healing - since it got buffed alot it is now one of the most powerful healing spells in the game at 5e.
2. Ranger interrupts - distract, savage shot , concussion shot, how does one even cast ?
3. Spiteful Spirit - My personal favorite since day 1. Totally pwns in pve.

I'm surprised everyone mentioned Protective Spirit yet no one mentioned Spirit Bond. I think it's the most often used skill in my bar besides RC when I monk.
Anyway, I pick:
[skill]Spirit Bond[/skill]
[skill]Diversion[/skill]
[skill]Bull's Strike[/skill]
Edit
Oh... my choices above only applied to PvP, whoops.
For PvE, I pick...
[skill]Protective Spirit[/skill]
[skill]Rebirth[/skill]
[skill]Shield of Absorption[/skill]

Rebirth is second only to Unyielding for the worst resurrection skill in the game, PvE or PvP. Only truly good resurrection skills would be Signet, Death Pact, & any of the 4-second Healing Prayers (Healers Boon monk only - also only time a monk should have a resurrect)
As for the best skills in the game, I am probably going to have to go with:
[skill]Eviscerate[/skill] - Nerfed a few times, never buffed, and still probably the best warrior attack skill in the game.
[skill]Avatar of Melandru[/skill] - Obvious reasons
[skill]Reversal of Fortune[/skill] - Obvious reasons

Are we talking PvE or PvP? Imbalanced or fun to use?
Anyway, most imbalanced IMO:
[skill]Ursan Blessing[/skill]
[skill]Pain Inverter[/skill]
[skill]Signet of Illusions[/skill] (not in itself, but because it allows boosting already overpowered skills like Ebon Vanguard Assassin and Cry of Pain even more)
